After holding the program of "Visit Indonesia 1991" and "Visit ASEAN Year 1992" the government declared the 1993-2000 period as Visit Indonesia Decade. Each year of the period has certain theme that binds national activities, namely Environment Year (1993), The Year of Women's Role in Development, Youth and Sport (1994), 50th Anniversary of Indonesia's Independence (1995), Maritime and Aviation Year (1996), Telecommunication Year (1997), Art and Culture year (1998), Achievement and Reengineering Year  (1999) and Technology Usage for Life Quality Improvement.

Telecommunications, which becomes the theme of 1997, grows rapidly in Indonesia these recent years. Telecommunications network develops not only for telephone, but also for data network, package network, eletronic mail, and other network. Companies which run telecommunications business also develop offering services using the latest technology.

One of the networks being developed is the "Intelligent Network" (IN)  which gives more user-friendly operation and has connections with  certain bases such as credit card and customer base network. Internet service hs also become more common everyday, along with the grow of Internet service provider companies, including PT Pos Indonesia with its Wasantara-Net (W-Net).

To mark the event, The Directorate General of Post and Telecommunications is issuing a stamp series depicting telecommunications theme. The issuance of the stamps is coinciding with the announcement of Telecommunications Year on 1 January 1997 by President Soeharto. In addition of issuing philatelic product, during the Telecommunications Year, PT Pos Indonesia (Indonesian Postal Service) establish new services based on the network of W-Net, namely INTRANET, Information System Kiosk, KADIN-Net, Instant Money Order, and POSGRAM.
