SAVE THE ENERGY 2005
|
On August 17, 2005, coinciding with the 60th Annivesary of the Independence of the Republic of Indonesia. the Directorate General of Post and Telecommunication issue a series of definitive stamps bearing the theme of Save the Energy. At the same time PT Pos Indonesia (Persero) will respectively issue a series of First Day Covers.
The need of energy is inseparable from daily life in modern time. Thus the source of energy must be sustained. Basically there are two kinds of energy i.e. fossil based energy and non-fossil based one. oil, gas and coal are fossil based energies. On the other hand geothermic, mini/micro hydro, solar, wind and uranium energies are non-fossil based.
More and more almost evey human activity depends on petrolum. To meet the growing need for oil, people have been massively xploring oil. But oil is not unlimited. The excessive exploitation in the end will make the resources completely exhaust. Based on the data given by the Department of Energy and Mineral Resources, nationally Indonesia has a potential of 9 billion barrels of oil which produces 500 million barrels a year. Without any new exploration, there will be a ratio of oil reserve for 18 years.
Thorough research and empirical data have proved that petrolum contributes dangerous ecological effects and the rise of the global warming. The time has come for us to seek new energy resources other than oil. The alternative energy must be environmentally friendly and still reserve large amount of deposit.
Today's global social and political problems have caused the shortage of oil reserves. some main oil producing counties are now facing big domestic problems that hinder the oil producing process. All these hve caused the hike of oil prices in the world. Despite the fact that Indonesia is also an oil producing country. The high oil price also implies this country.
In concern of this serious problem the Indonesian government limits the subsidy for five groups onlu i.e. household, small and medium entrepreneurs, public transportation, specialized transportations (public utility such as ambulances etc.) and also the consumers of kerosene and diesel fuel. Since the governement is responsible for fuel price subsidy, so the rise of the oil price will burden the state budget enormously. With the oil price hovering up to $ 60/barrel, fuel general consumption up to 5.6 million kilo liters and rupiah rates at Rp 9.300/Dolar, the government has to pay an amount of Rp 131 trillion fuel subsidy. With estimated increase of 10% of fuel consumption the government may have to spend Rp 150 trillion or more to finance fuel subsidy. On the other hand, should the government cut the fuel subsidy, inevitably it has to raise the domestic oil price. This will be an enormous burden for the people.
After long considerations the government has raised a policy to save the energy which is focused on the consumption of fuel and electricity. Conservation of electricity. Conservation of electricity has to be done because the electricity supply is very limited. The government policy is formulated in the President's Directive of July, 10, 2005under the number of 10/2005. The President's Directive is meant for the civil and military official of all levels.
The directive regulates that the officials have to take steps in controlling the consumption of energy in their administration, concerning:
a. Lighting and air conditioners used in governmnet offices and buildings controlled by the government, regional government state and region owned enterprises.
b. Office equipments and electronics devices used in the government offices, state and region owned enterprises.
c. Office cars managed by the government and regional governmnet, state and region owned enterprises.
General people including private enterprises are called to controll the consumption of energy too. Despite the fact that the save the energy policy may reduce comfort, economic development must be sustained. To save the energy is every body's concern as long as we are committed to life in the future. Thus, let us save the energy now!.
