On April 5, 2004 the Directorate General of Post and Telecommunications issue the special stamp series of "General Election 2004" which consists of two   designs, each in Rp 1.500,- denomintion. this issuance is meant to be the endeavor to communicate the implementation of the General Electin 2004 where the mechanism of the election will be direct. it is different from any previous general election.

The General Election 2004 is based on the Indonesian's Act  no. 4/2000 and is organized by the Commission of General Election (CGE). There are 11 members of CGE; each member was selected from independent and non-participant persons through a mechanism of selection which has carried out by certain parliament members.

There will be 24 political parties taking part as contestants in General Election 2004, each party determine its candidates and they will  be directly voted by the people of Indonesian who are qualified to vote. Those candidates can be candidates for the president, the candidates for the vice president or the candidates for legislative assembly. The photo of each candidate will be displyed on the election form next to the symbol of the party which choosed him/her so that the voters are able to known the person they will vote for.

 The General Election 2004 will be held in three sessions, 1st session will be the election of the legislative members (national, provincial and municipal level) and the assembly at provincial, they will be held on April 5, 2004. The 2nd session will be the election of the President and Vice President and will be held on July 5, 2004. In case of there is no candidates gain more than 50% votes, then the 3rd session will be held for reelection on September 20, 2004.

This new mechanism of General Election 2004 will be one of the endeavor to make Indonesia more democratic country. This also indicates that the power is in the hand of the people.
